Ivor Russell Partnership were appointed early on by Pobl West to act as their Employers Agent for another mixed tenure scheme comprising of 40 Sales/Shared Ownership Units and 20 Social Rented Units. We were heavily involved at Design Stage, chairing Meetings with the other Consultants to review and amend designs, to ensure the Client’s budget was not exceeded.
As the scheme was over the OJEU threshold, the tender had to be advertised on Sell 2 Wales and we were heavily involved with the PQQ process and Pobl’s internal Procurement Team. Part of our remit was to ensure that we could award the contract by March 2020 to ensure Welsh Government drawdown was made. In conjunction with Pobl’s Project Manager, we devised a detailed procurement programme to ensure this was deliverable.
Once the PQQ and ITT processes were complete, we were heavily involved with the Client in the assessment and scoring of both PQQ and ITT submissions. We also developed the Final Scoring Matrix in conjunction with the Client and we were ultimately responsible for collating all this information and advising the Client of the most advantageous bid received.
The scheme was handed over by a accepting a number of units on a Partial Possession basis which involved a significant amount of additional contract administration on our behalf but ultimately allowed the contractor and the sales team to deliver and accept the plots in as timely a manner as possible.
