Case Study – Housing Development at Ashvale, Tredegar

Client: Blaenau Gwent County Borough Council / Cardiff Capital Region

IRP were appointed by Blaenau Gwent County Borough Council (BGCBC) to act as Monitoring Surveyor on a large housing project in Ashvale, Tredegar – supported by Cardiff Capital Region’s (CCR) Housing Viability Gap Funding (HVGF).

This project involved the build of 77 new homes as well as all associated infrastructure, landscape and external works, with the development including one and two bedroom apartments (affordable dwelling, managed by a Registered Social Landlord) as well as three and four bedroom houses – private sale units delivered by Davies Homes Ltd.

There were significant poor ground conditions and contamination to deal with on this site and BGCBC secured significant funding to support Davies Homes Ltd to be able to complete various abnormal development works and remediation to improve the site’s viability for housing development. 

Site Investigation Reports and Coal Mining Risk Assessment Reports highlighted shallow coal mine workings, contaminated soils and below ground obstructions and the funded works included significant grouting and ground remediation works.

IRP produced an initial report pre-commencement to ensure that proposals and budgets were appropriate and we continue to monitor progress, reporting monthly to the funder to monitor compliance with the funding agreement’s outcomes. The full scheme is due to be completed in 2027.
